NOTICE OF MOTION: REPLACEMENT OF MANAGEMENT COMMITTEE BY CLUB DELEGATES
The purpose of this Notice of Motion is to empower CCF members via their club delegates to run the affairs of the CCF and have a direct say in all proceedings.
PROPOSED:
Part 1 of the constitution to be amended as follows:
3.2(e) deleted and replaced by "club delegates"
Rule 4.1 deleted and replaced by:
"The running of the CCF shall be vested to club appointed delegates which shall comprise of the Secretary and all office bearers of the CCF referred in paragraph 3.2."
The words Management Committee replaced by club delegates in items:
4.3, 4.4, 5.1, 9.17, 10.1(b), 10.4, 10.5, 11.1, 11.2, 11.3, 11.4, 11.5, 11.9, 12.3, 13.1, 14.6, 18.2 and 18.4.
6.4(a) delete: "plus nine (9) members of the Management Committee".
6.4(f) delete: "nine (9) members nominated for the Management Committee" and replace with "Club Delegates".

Letter of Response
Letter of response to proposal to replace management committee with fed delegates.
The new senior management committee from February 2025 strongly understand the need for more decision power to the membership. This year we have sent out several important motions for members to decide, including this motion to remove the management committee and for the first time in many years schedules for the 2026 race season.
Since the incorporation of CCF 07/07/1988, the standard practice of a management committee has been adopted. We previously operated under the proposed delegates and executive committee system. This old system was viable when CCF had about 680 fliers and an abundance of fliers willing to attend fed meetings.
This year we have been recording the fed meeting attendance by allocated delegates.
Out of 26 clubs and 8 general fed meetings, attendance only resulted in 44%.
Twice we could not achieve the requirement of 7 independent delegates to create a dispute committee.
This attendance is for only 8 monthly meetings when the management committee must attend the next fortnight committee meeting to provide decision process to the executive committee on arising issues.
There is also a requirement for sub‑committees that come from the management committee.
Sub‑committees for 2025 include:
Seminar committee
Constitution review committee
Liberation Protocol review committee
On average this results in at least three meetings per month for CCF during the race season.
If the management committee is removed, who will undertake these sub‑committee roles?
Management Rule 4.2 of our constitution, which will not be removed by the motion, requires 7 of 9 management committee members to form a quorum. This is 78% attendance. This will make fed meetings inoperable.
It is the strong opinion that the removal of the management committee will steeply increase the workload of the executive committee (president, secretary and vice‑president), who are all still working for an income and have limited time to dedicate to the federation.
The executive committee strongly suggests that removal of the committee structure is counterproductive to the future of the Central Cumberland Racing Pigeon Federation.

The Ku‑Ring‑Gai Homing Pigeon Society Inc. proposes the following motion:
Proposed Motion
With immediate effect, that the race entry limit be determined by calculating the total capacity of the large Geraldy transport unit and dividing it by the number of financial fliers competing at the beginning of the season. This figure is to be adjusted when the basket limit is reduced due to earlier basketing or extended time spent in the baskets.
The total capacity of the transporter is to be determined by multiplying the number of baskets by the permissible capacity per basket, while also considering any adjustments made during basket allocation for each club.

At the last delegates meeting in December, several delegates indicated they wanted the start of the 2026 race season to be put back 2 weeks. It was indicated at the AGM a motion would be presented.
The management committee views the timing of the 2026 schedule as critical and contentious and believes the full membership should vote.

Vote for Domestic Combines 2025
To provide added competition and interest in Sydney racing we propose Domestic Combines for 2025 season. The three Domestic Combines to be held from the following race points. 1 st Wyalong 330km (200mile), 2 nd Goolgowi 475km (300 mile) & 1st Booligal 550km (400 mile).
To present added skill the three Domestic Combines will have a 10-bird maximum nomination with an entry cost of $10 per bird. No restrictions on age or sex of birds nominated. One prize per flier team.
We will seek for donations for three perpetual trophies. The $500 donator for a trophy can name the trophy after themselves or any identity wished. Prizemoney and cards presented to the top 10 fliers in the race. Ten percent of entry to go to the CCF Federation to cover management and future funds.
Example of potential prizes. With 700 birds entered in a domestic combine $700.00 to be provided to federation. Total $6,300.00 in prizemoney.
